Tokuriki was born and raised in Kyoto. From childhood, he was influenced by the local art scene. He was one of the leaders of Kyoto Sosaku Hanga, although he also excelled in Shin Hanga. A graduate of the Kyoto School of Fine Arts and Crafts, he later studied at the Kyoto Specialized School of Painting. After beginning his career in painting, he found his true calling in woodblock printing and became enthusiastic about the revival of this technique in 20th-century Japanese art. His considerable influence inspired many artists. He founded his own publishing house, Matsukyu.
